Rovia is retained by RPG and Hallam Land to provide advice on this 1,340-home residential-led mixed-use scheme which forms part of the Harlow and Gilston Garden Town. The proposals also include residential care and supported accommodation, a mixed-use local centre, primary and secondary schools, greenspaces including playing fields and new highway, cycle and pedestrian routes.

Latton Priory, north of Rye Hill Road, is one of the masterplan sites that is part of the Harlow and Gilston Garden Town, a partnership of five local authorities delivering homes and infrastructure to garden town principles, which David Bird and Mike McCullough also previously worked on.

Key issues have included creating sustainable links in a phased manner due to land availability issues related to the Garden Town Sustainable Transport Network and viability of the scheme in relation to transport provision.

Rovia is currently preparing a Proof of Evidence to support RPG and Hallam Land as the transport expert at Public Inquiry in late 2026.
